Upper Grand Lagoon is an unincorporated community located in Bay County, Florida, United States. It is situated on the eastern shore of St. Andrew Bay, just south of the city of Panama City Beach. The community is part of the Panama City Metropolitan Statistical Area. One of the main attractions in Upper Grand Lagoon is St. Andrews State Park, a 1,200-acre park that offers beaches, hiking trails, camping, fishing, and boating opportunities.
